After the victory at Poltava in 1709 and the naval victories at Gangut Peter the Great decided to build a sumptuous town near his new capital to demonstrate his empire's power and wealth. The Palace was constructed as Peter's summer residence and the waterworks for the system of fountain was built in the park laid out by the palace. There are a total of 144 fountains and 4 cascades here. Peterhof is a jewel of the Russian art, a town of parks, palaces, and fountains. Verkhny (Upper) Garden and Nizhny (Lower) Park are genuine masterpieces of landscape design.
